The core of any credible certification program is its defined body of knowledge and the reliability of its test questions. The prestige and relevance of HRCI certification are guarded by a cadre of skilled, dedicated certified professionals who serve on three item writing panels, two item review panels and an exam forms review panel. These individuals generate approximately 1,000 new test items and multiple exam forms each year.

Item Writing Panels
HRCI hosts three ongoing panels of certified professionals to write items for the examinations. The Eastern and Western Panels are responsible for the PHR/SPHR exam items, and the GPHR Panel writes for the GPHR exam. Panelists participate in two two-day meetings and independently create and source at least 50 test items per year.

Item Review Panels
The HRCI Item Review Panels critically review items written by members of the item writing panels for accuracy, consistency, format and overall appropriateness for the PHR/SPHR and GPHR examinations. Each reviewer usually attends two Item Writing Meetings per year. Members of this panel generally have prior experience as item writers.

The HRCI Exam Forms Review Panel reviews and approves all PHR/SPHR examination forms before the exams are administered. It meets twice a year. Members of this panel generally have prior experience as item writers or reviewers. In 2006, a standing panel will be formed to review GPHR exam forms.
