Exam Item Development

Overview
How do questions get on the exams? How confident should you be that the items are written to assess performance on the appropriate HR body of knowledge? What checks and balances are in place to ensure that items are reliable and true to the published test specifications? Why are they written the way they are?

HRCI's item writing and item review processes are designed not just to reflect the "best practice" for item writing and review in the certification industry, but to ensure that the items developed are written by HR practitioners for HR practitioners. To be sure, HR academicians are represented on the panels — they are, after all, a vital part of the HR profession. HRCI strives, however, to ensure that the majority of panel members at any given time are practicing professionals.

Item-Writing Panels
HRCI hosts ongoing item-writing panels for each of its certification exams. There are two panels for the PHR and SPHR exams, one in the eastern half of the United States, the other in the west. There is one item-writing panel for the GPHR exam and one item-writing panel for the California certification exam. Approximately fifteen volunteers serve on each panel. Each panel is comprised of certified professionals, all of whom volunteer their time to write questions (or items) for the HRCI exams. Once accepted onto a panel, volunteers are trained on how to write a valid item.

Panel members must write at least 25 items between each meeting. PHR and SPHR panels meet twice a year; the GPHR and California panels currently meet once a year. Panel members submit their items for review before each meeting and must provide documented source material to validate the answer to the question. During the panel meetings, items are reviewed, discussed, coded to the test specifications, validated for accuracy of content, edited and, when needed, returned to the author for further research or refinement. Items may also be discarded if determined to simply not be relevant at the time. Questions that have been coded and accepted as reflective of the body of knowledge are sent on to an item-review team.

Item-Review Panel
Very similar in structure to the item-writing panels, item-review panels critically examine items submitted by item writing panels. Item reviewers are present at each item-writing panel meeting to provide timely feedback to the writers.

Item-review panels--usually comprised of veteran item writers--review all items that make it through the item writing process to ensure they are properly written, use the established item writing guidelines, reflect the HR body of knowledge and are properly coded as to exam level (for the PHR and SPHR exams). If the item-review panel questions any aspect of the item, such as the link to the HR body of knowledge, relevance to the field or documentation, the question is flagged and returned to the item-writing panel of origin or deleted altogether. If returned to the item-writing panel, it will begin its journey over again. If the item is deemed relevant, properly written, and reflective of the HR body of knowledge and the exam level, the item moves to the pre-test phase.

Pre-Testing Items
Once the item-review panel approves an item, it is pre-tested to ensure it meets the statistical criteria to establish its reliability and link to the established test specifications. PHR and SPHR exam candidates answer 225 questions when they take their exams, only 200 of which are scored. GPHR exam candidates answer 165 questions, only 150 of which are scored. California certification exam candidates answer 125 questions, only 100 of which are scored. This is because 25 items on every PHR, SPHR and California certification exam form and 15 items on every GPHR exam form are pre-test items and are not counted toward a candidate's final score.

Pre-testing items is critical for continuous additions to the item banks and ensures continued growth. A testament to the hard work done by the volunteers on the item-writing and item review-panels: Approximately 70 percent of the items that make it through those panels are found to be statistically valid in the pre-test phase and are entered into the item bank as a new test question. Items that are not found to be statistically valid go back to the item review panel or are thrown out altogether.
