Item Writing Panels
HRCI hosts four ongoing panels of certified professionals to write items for the examinations. The Eastern and Western Panels are responsible for the PHR/SPHR exam items, the GPHR Panel writes for the GPHR exam and the California panel for the PHR-CA/SPHR-CA exam. Panelists participate in two two-day meetings and independently create and source at least 50 test items per year.

Item Review Panels
The HRCI Item Review Panels critically review items written by members of the item writing panels for accuracy, consistency, format and overall appropriateness for the examinations. Each reviewer attends at least two Item Writing Meetings per year. Item Reviewers generally have prior experience as item writers.
